This volume, the fourth in a series by the author on post-Edsa 2 presidents, is not
a complete picture of the Arroyo presidency. It is a collection of columns written during her
administration. It includes comments on events that have transpired during her watch, but
the main topics are about the performance of her office. Most of the essays in this volume
first appeared in the daily newspaper Today. The pieces dated from June 2005 onwards
are from the Philippine Daily Inquirer. This volume, however, does not cover important
events which took place after August 2006 |

This collection acknowledges what has now become an almost trite observation:
the industrial age has been overtaken by the informational one and in the process,
old boundaries have either disappeared or become extremely porous. The book is
the first attempt to discuss the new global media with Asia as its main focus. The
biggest markets for these technologies are in the emerging economies of China,
India, and Southeast Asia. Japan and South Korea have surpassed most western
countries in their deployment of new technology. Information is the only major resource
whose production, distribution, and consumption are notionally available to everyone.
These articles were presented at a conference funded by Asia Europe Foundation,
the Asia Foundation and the Embassy of Finland.

vote buying is not moral, and why it is undemocratic and inefficient . The book also include
specific studies around the globe, and this is one strength of the material - it offers universal,

a compilation of researches carried out by 32 researchers on mathematics and science
education in developing countries of Asia, Africa, and Latin America. It is an outgrowth
of research projects conducted in this area by the Center for the Study of International
Cooperation in Education.
